Google's local pack ranking is a proprietary mix of relevance, distance, and prominence. Of those, prominence is the lever you control, and it is dominated by review count × rating. We approximate prominence as log10(reviews + 1) × rating — log dampens the runaway effect of a 5,000-review chain. Useful for ordering, not as an absolute number.
